Its silly to develop commercial crew capability for the ISS in the first place: there's simply not enough traffic to the ISS from US soil for multiple spaceflight companies. The Federal government needs to be promoting space tourism as a way to sustain the commercial crew industry by starting a national and international space lotto system for space tourism aboard private American space vessels to private American space stations.
